The Bible, as we have it today, is a collection of various texts from different sources, at least in human terms. While those texts were being written, the Bible did not exist yet. Hence, there can be no such statement in the Bible itself.
Any Biblical passage that talks about itself as the true word of God would only be making that claim for the specific section/book it is in, and you could really only take that statement on faith.

God's word is much more than the words in the Bible, he cannot be confined to words of a page. God's word is alive, it, or rather he, is the person of Jesus Christ; the incarnate word of God. Jesus said, "I am the way, and the truth, and the life. No one comes to the Father except through me. If you had known me, you would have known my Father also. From now on you do know him and have seen him." (John 14:6,7)

Here the rulers and judges of Israel are addressed by God as gods. Actually they are not divine, but because of their position as God's ministers, they are dignified with the name of gods. Their greatest distinction is that the word of God came to them, that is, they were officially ordained by God as higher powers concerned with government and justice.
