I'd say 70 degrees and up. It also depends on wind. If it's really windy out I would save shorts for 75-80+ degrees but if there's low wind I would say shorts are fine. You might be cold in the mornings but if you have a tolerance for a bit of chill you should be fine.

However to be more detailed, any temp from at least 80 degrees F to at least 110 degrees F. any temp hotter you shouldn't wear any clothes at all. also it depends on what climate your used to i mean in Ireland you can go out in shorts in 18 degrees celcius but if you had been living in Brazil and came to Ireland and it was 18 degrees celcius you would probably find it cold and not wear shorts but in general at about 20 degrees celcius you can wear shorts
It's appropriate to wear "short shorts" at the beach, or as a bathing suit cover up, or perhaps at home. I would not suggest wearing it at the mall, or grocery store unless you want to draw a lot of attention to yourself.
