If you have already freed them, then you just have to look around. They roam around to different routes, so you must run into them by chance. Once you encounter them, I would suggest running away, because then you can track them by going to your pokedex, going to that dog's entry, and clicking on the "area" option at the bottom of the screen. Then since you can track them, get a Pokemon that knows mean look (ghastly, etc.) or any other move that prevents running away, get a bunch of ultra balls, and FOR THE LOVE ALL THAT IS GOOD, SAVE before you fight him. By the way, don't fly to the city closest to where they are, because they get placed in a random spot each time you fly to a city, and that random spot is very highly unlikely to be close to the city you just flew to.
If you have not freed them, then they are in the burned tower in the city with that ghost gym leader north-east of Olivine. I think the city is Ecruteak, and the leader is Morty. Not sure though...
