A portal diamond on the third floor directly down from the elevator and to the left in a room with a laptop on the desk (make sure you have the card key to open the door) will lead you to an upper level where you must defeat Gary and a few Rocket Grunts before facing Giovanni.
There's a girl on the ninth floor that will replenish the health of your pokémon if needs be first. Best of luck.

∙ 8y agoPlayers fight Giovanni three times throughout the course of the game. The first time is in the Rocket Hideout in the basement of the Celadon Game Corner. The second time is on the highest floor of Silph Co.'s building in Saffron City. The third and final time is in the Viridian City's Gym, where he presides as the leader. All three times, his specialty is Ground-Type Pokémon, though in Yellow, he also uses his trademark Persian.
