I don't think that there would be an answer to this question, it's based on what you think is a good operating system and what you think isn't.
From a developers point, I think Windows 7 would be the best for me as I don't like the apps feature and the tablet features also.

:) Now This question is kind of easy and is a personal question. Windows 8 and 7 is better because it's your own opinion. You need to try both by going to a store like "Best Buy" or going to "Wal-mart" that has computers on display for you to try out. Now once you tried both (Which i recommend you to try them both out for a 10 minute- 20 minute trial) out, you can know which is better. But in my opinion, i have windows 7, but since Windows 8 is new, its probably more advance, which results, Windows 8, is better.
