The method used, to see how your fuel filter is performing, is the same one, used to test how well, the oil filter is performing. Have a new filter on hand, because the test destroys it. After removing the filter, carefully cut or slice it in half. Usually the contents are reddish brown in color, that being the rust in the fuel system,(normal) that the filter traps. If the filter is not giving you any life, and you find this, each time you test the filter, chances are, it's gas tank time.

Toxic fumes, however these can be minimized, or even eliminated by using appropriate respirators , those that are certified to filter the gasses and fumes given off by ALL welding processes. in extreme cases , fresh air respirators are the best defence . Burns, this is a given due to the fact there is molten metal invoved , again with PROPER clothing , this can be minimized or eliminated . Flash , this is the light given off ALL welding processes , even Oxy -acetylene welding , though less extreme the cutting process gives off enough light to impair vision over time , if proper eyewear is not used. These are some of the most prominent hazards of welding , but if proper safety procedures are followed the risks are minmal.
You have a lot of options when choosing a water filter. You can use a pitcher with the filters inside, which garners an acceptable, or you can use a faucet filter which is also acceptable but expensive in filter changes. We recommend to move to a Counter top version which takes larger filters and lasts longer also has a good rating versus acceptable. If the oil filter rubber gasket is leaky, jut replace the filter. If you have damaged the sufface where the oil filter comes in contact with the engine, you have some repair to do. The easiest way is to remove the filter (do not forget to drain the oil) and using so called "called welding" fix the scratch(s). You might have to use sand paper to make the surface flat.
