Stephen King stated, in his book On Writing, that "...while it is impossible to make a competent writer out of a bad writer, and while it is equally impossible to make a great writer out of a good one, it is possible, with lots of hard work, dedication, and timely help, to make a good writer out of a merely competent one."
He went on to say that this idea is rejected by lots of critics and many writing teachers. Basically, he said that they can be stuck in the mud and very rigid when it comes to ideas about writing and people's ability to write well. So, the answer to your question is "lots of critics and plenty of writing teachers."
King believes that pessimistic people, snobs, and those who resent having their own talent and hard work discounted or marginalized would not like the idea that competent writers can be made into good writers through hard work and dedication.

Stephen King divides writers into four categories: bad writers, competent writers, good writers, and geniuses.
King was competent because he made decisions for the good of the black community as a whole, and not for himself.
He was an old man, not a good judge of character, personally virtuous but not a particularly competent ruler.
Different people have different skills and aptitudes: some are good at mathematics but are not great writers, some are great writers but not much good at mathematics, some are good at both and some at neither.Different people have different skills and aptitudes: some are good at mathematics but are not great writers, some are great writers but not much good at mathematics, some are good at both and some at neither.Different people have different skills and aptitudes: some are good at mathematics but are not great writers, some are great writers but not much good at mathematics, some are good at both and some at neither.Different people have different skills and aptitudes: some are good at mathematics but are not great writers, some are great writers but not much good at mathematics, some are good at both and some at neither.
(2 Timothy 3:16-17) All Scripture is inspired ofGod and beneficial for teaching, for reproving, for setting things straight, for disciplining in righteousness, that the man of God may be fully competent, completely equipped for every good work.
Competent is a good fit.

excellent, competent, talented
A common misconception about good writers is that they are an authority on the subject that they are writing about. Which you could also say about me. But please don't.
A competent person is knowledgeable, skilled, and capable of performing tasks effectively. They demonstrate good judgment, problem-solving abilities, and reliability in their work. Competent individuals are usually confident, adaptable, and able to handle challenges with composure.
Good writers don't. Good writers use proper English to tell their stories, so you can't really tell where they are from.
