I don't know who names them, but most of the books are named after either the person who wrote them (Matthew, Mark, Luke, John, 1 and 2 Peter, James, ect) or after the city to which the letter was originally sent (Corinthians was sent to Corinth, Romans was sent to Rome, ect)
