Well, it seems in the first series, both Max and Rex had a crush on Zoe. Max's feelings seemed to deepen, whereas Rex's lessened due to more important things.
Max was jealous when a weird kid called Jim fancied Zoe, and then Zoe was jealous when Max had a crush on Zara.
So, seeimgly, Max and Zoe love each other...they just don't quite know it.
