Governor of the State of Iowa, however, it was Thomas Baker, who was elected as President of the first Iowa State Senate in the first session of 1846. The catch to this is since in the original Constitution of the State of Iowa, there was no Lt. Governor, Baker was actually ex-officio the first Lt. Governor of the state. Baker served only in the first term of the senate, being the Federal District Attorney of Polk County, and by law, not allowed to serve in both positions.
