Dial the person's phone number. When the phone is answered, start talking.
There is no definitive answer to who was the first person to speak on Earth as speech predates recorded history. Language likely developed gradually among early human populations.

They speak over the phone because they sometimes have a continuous and they don't want to speak face to face and also they might not no where the person lives so it is just a easier way in general.
Approach the person confidently with a smile, make eye contact, and extend a friendly greeting. Start the conversation with a simple question or comment to find common ground or interests. Be a good listener, show genuine interest in what they have to say, and maintain good body language to make them feel comfortable.

I would think the person entering the room should be the first to speak. It can also depend on the gender, and ag of persons involved. Out of respect, the elderly should be spoken to first regardless of whether they are in the room or entering. If you are entering the home of someone, you should be the first to speak.
