Spain did not exist as a single political entity until 1516. Before that is was a collection of kingdoms each one of which was ruled by it's own monarch. In 1492, when the Moors were finally completely removed from power, the two most important kingdoms were Castile-Leon and Aragon. Isabel I was the Queen of Castile-Leon and Ferdinand was the King of Aragon. Even though the two were married their kingdoms were not united. Each one ruled their own kingdom. They consulted each other and did the same thing in each kingdom, but each one alone was the monarch of their individual kingdom. That finally changed when their grandson Carlos I (Charles I) inherited both Castile-Leon and Aragon in 1516.
