Originally the Romans did not consider Winter to be a month, so January and February were not part of the calendar. Later January and February were added and February was the last month so it had to be a length that made the number of days add up. Over time the number of days in February was changed around and it finally ended as 28 day plus one on leap year to make the total days come out right.
