I am just going through some of the physics myself, but if i understand it properly, the higher the frequency, the shorter the wavelength the less likely it is that the wave will bounce around keeping signals accurate.
With the increased accuracy comes the use of gps in navigation for weapons and other sorts of things they don't want impacting in the wrong place. With 4 satelites or 3 satelites and a ground station at that frequency they should be able to pinpoint something down to a few millimeters.
