Here there live Russian as well as in other part of Russia. One language and one culture.
Siberia is rich with minerals and oil and there are external forces which would like to transform it into protectorate of the international corporations as many other places.
It seems what is easier to impose to the weak local government the unprofitable contract than to agree with strong Moscow.
This scenario restrains only fear in front of Moscow which is capable to use the nuclear weapon and understanding about inability to supervise this region from the outside.
