Check the Wikipedia article on "Life"; a living being (or "life") is expected to have certain characteristics. The fact that something moves is not a requirement (plants generally don't move). Moving waves might have some characteristics of living beings (especially with some stretch of your imagination...) but certainly not all of them, not in a way that would be recognized by a serious biologist.

∙ 14y agoTo be considered a living being, it must have several characteristics. The fact that it moves is only one of the characteristics of living beings, and not even an essential one: plants, and some animals, are rooted to the ground, and don't move, yet they are considered living beings.
