This is my own theory - I think the peacekeepers in District 12 are not as strict as peacekeepers in other districts because District 12 is not as important as the others, and has less people that need to be kept in line. The peacekeepers may be fed up forward being in such a run down district that they seek to lessen their own suffering by letting the citizens mostly do what they want and bargaining with them for rare things.

How do you get your child from one school district registered into another?

Often times, school districts will allow a "inter-district transfer" for students if there is a justifiable reason the child should attend one districts schools over another. Be up front with both districts about this to maintain good relations between them and you. On the other hand, some districts have strict rules governing this, and may not allow it at all. Contact your local districts to find out their policy on this matter.

Some districts have a lot more volunteers then others. In district 12 there are hardly ever any volunteers for the hunger games, so it is mostly allowed. In the higher districts it is done a lot, so they would have to limit how many, and who can volunteer for the hunger games.
