a criminal isn't only someone whom has been found guilty of a crime...there are bigger criminals in the goverment,in wall street and in very high places. yet to answer the question; no not all criminals are wicked. punishment should be given to those whom have been proven to be guilty of their actions beyond reasonable doubt. though the punishment should fit the crime and not be excessive to the point where such person will become unfit to reintergrate to society which tax payers will have to support financially aswell as their children and spouse left behind.
