The southern part of California lagged behind northern California in development initially, because it was too dry for anything but grazing and some wheat growing. Then, the Southern Pacific Railroad began advertising its healthful climate in order to drum up business for its line to Los Angeles.

In other words, extensive publicity about its sunny, healthful climate.
