Orwell shoots the elephant when it is in heat because he is destroying property and also took someones life. Orwell didnt really want to kill it but the people following him made him feel pushed forward to do it.

Because he is an officer and feel the duty to help the people. Also it is speculated that he wants to feel powerfull from the people he is serving and gun is a sign of power in some cases so therefore he takes it.
