I have the same problem and was told the the DRL resister under the hood needed to be changed but that didn't work. The next thing is to replace the bulb, but in order for that to happen you would have to take the entire headlight out. There are 2 screws on the top that need to come out and another lock nut in the back of the headlight, this is the easy side - passenger. The driver side the battery have to come out.

You can adjust your parking brake by turning the parking brake adjustment bolt. The parking brake adjustment bolt is located on the parking brake pad assembly.
You go to your car and open the door and find your owners manual. Then you read the index till you get to headlights. Finally you fix them.

The "easiest" way to do it is to remove the headlights and go down through there.

near the fuse box, under the dash on the drivers side (left side) when you turn on your blinkers its where the "blink" sound comes from.
Typically this happens when you turn the car off and the keys are still in the ignition.
This happened to me for both of my parking lights and a lot of the newer Spectra's I see on the road. I asked my mechanic to see if he could change them for me. I made the mistake of going to the dealership and paying $5 for a single bulb no larger than an eraser. But he gave them to me for a buck. Basically he told me he had to take out the headlight, but on the drivers side you need to take out the battery first.
