It is better to wear long sleeves when it is cold enough outside that exposed skin would be uncomfortable with the temperature. Long sleeves are a matter of personal preference in temperature and style, but if the skin of your exposed arm while wearing a T-shirt is uncomfortable, you should probably wear a long sleeve instead. Also, you may choose to wear long sleeves when it is not as cold out as a fashion statement, which is all a matter of personal preference.

I would like to add; please don't ask them, "oh my god, aren't you hot!" they are wearing long sleeves for a REASON and whatever that may be, they certainly don't need to be reminded by you that an 80 degree day is hot! C'mon people have some common sense. They are either hiding something they are self conscience about or maybe that's just how they like to dress. Either way, they know when it's hot outside and you're only making it worse.
