Why do they say tht the law of conservation of energy is not applicable to the universe as a whole.this red shift thing..can't it be tht light is losing energy in doing work to travel all tht distnce?

No one, in the field of physics, says the conservation law does not apply to the universe as a whole. In fact the opposite is true, that entropy always increases.
The speed of light in a vacuum is a universal constant and can neither increase or decrease.
