Why do dinosaurs have small hands?

The evolution of a large powerful neck, jaws, and hind legs was determined to be a favorable adaptation. Smaller, yet powerful, forearms were part of that adaptation. When attacking another animal, T-Rex pivoted at the hip, like a lever at it's fulcrum. The massive and heavy head was counter-balanced below the hips by the legs and tail. Because the head and jaw muscles were so large, there was selective pressure to reduce the size of the arms in order to minimize the animal's weight above the hip.

I have a theory. T-Rex probably used the same strategy as the Komodo dragon, administering a poison bite, probably using a bacteria in it's saliva to poison the blood of it's prey. Then it would follow the sickened animal until it collapsed. Hence it did not need large fore arms to grapple with it's prey.

The (relatively) tiny arms of the Tyrannosaurus Rex were used to hold food in position next to the mouth, to be eaten. It was not necessary for the arms to be larger since the creature would just bend down to reach things if necessary, rather than reaching down with its arms. It was strictly bipedal, which is to say, it only walked on its legs, so the arms did not have to serve any other function.
