There are ways of producing electricity for free, aside from materials i.e. water wheel.

It just costs money to buy it from said producer.

Why we pay for utilitiesElectricity costs money to produce simply because of the maintaining of the equipment that's required. Somebody has to keep an eye on that nuclear reactor, or maintain the dam that drives the electric generating turbines, and make sure the wind motors keep turning like they're supposed to.

Fuel

An important cost factor is also the fuel used to drive generators that use coal, oil or gas.

It costs money to generate it and get it to your home. People are employed in the process. Their wages need to be paid too. So there are lots of costs involved, which means people have to pay for it.
