there could be a thermostat problem causing a partialy-closed stat-not providing "complete" circulaion to enable proper cooling-telling the ecm to start fans to aid cooling.
2ndly, when you come to a stop, you prevent the air flow thru the radiator to cool the coolant that cools te engine, that keeps the coolant temp sensor cool (no sendng a "hot
signal to the ecm to activate the rad. fans.
