The Bible does not say it is always wrong to marry a divorced person. It does mention instances where divorce is permissible, but outside of this, the first marriage bond is not considered broken. Therefore, remarriage to a person divorced for unbiblical reasons is seen as committing adultery since they may still be married to the first spouse despite being divorced by man's law.

Exodus 20:14 - "You shall not commit adultery" Matthew 19:8-10: "Jesus replied, "Moses permitted you to divorce your wives because your hearts were hard. But it was not this way from the beginning. 9 I tell you that anyone who divorces his wife, except for sexual immorality, and marries another woman commits adultery."

10 The disciples said to him, "If this is the situation between a husband and wife, it is better not to marry."" (The above verses are in the NIV Bible) The Bible can be hard to understand, that is why people dedicate their lives to studying the scriptures. These passages to seem to indicate two different instances, but it is definitely wrong to divorce/remarry if your partner is yet faithful to you (he/she does not commit adultery). God hates divorce, and it is strongly recommended that you do not divorce. Keep in mind, just because your partner is unfaithful, doesn't mean divorce is required; there have been partners who forage their unfaithful partner, and are married to this day. I would say pray to God for advise. Whatever you think God is telling you, test to see if it lines up to the Bible. If it doesn't, ignore it, and keep praying and listening.
