The ISS occupies a roughly circular orbit around the earth, in a plane which intersects the Earth's center of mass. Where this plane would intersect the Earth's surface, if you were to draw it on a map would look like a sine wave whose amplitude or height would vary depending on the angle at which the orbit crosses the equator (the orbit's equatorial inclination). If the orbit were nearly equatorial, this line would have a very low amplitude or seem quite flat. At higher angles, the wave would be much deeper.
The ISS orbit was around 52 degrees to the equator, so there will be some depth to this mapping; factors that arise in planning like cost and convenience determine what it will be. Changing this angle is difficult and costly. During the planning it would be necessary to know from project objectives whether any specific orbital angle to the equator is important to the ISS, and also the cost in terms of rocket fuel to achieve that particular orbit, for example to resupply the station. Other factors include the height of the orbit, the risk of impact with space debris, atmospheric drag, orbital maintenance and communication considerations.
