To create a new folder in Windows 7, simply right click on the desktop, or when you are saving the file, opt to create a new folder within the group you are saving it to. If you see a zippered file, that means your file needed to be unzipped, or decompressed, with an unzipping software such as Winzip.
From Windows Explorer, you can click on File -> New -> Folder. You can also right click inside the folder that you want to create a new folder in, then select New, then Folder. You will then be allowed to enter a name for the folder. Type it in, and hit enter.
Many times Explorer will remove or disable the Folder Option in Tools but there is a way to deal with it. If Folder Options is disabled but Registry Editor is still working in your system, then you can enable Folder Options by editing Windows Registry.

I believe you might have the wrong program in mind - Internet Explorer does not have a Folders option. However - * Windows* Explorer does. Windows Explorer is the program that opens when you want to browse files on your own computer (i.e. My Computer, My Documents, etc.). If you go to My Computer (which opens Windows Explorer), you should be able to go to Tools -> Folder Options.

Msconfig doesn't allow you to change the viewing options of your computer. However, if you want to change the viewing options, you can opt for the Folder Options option in the Windows explorer.

Assuming you're refering to file extensions. While using Windows Explorer (or File Explorer in Windows 8) look for the option (organize) in the upper left corner and click it, then choose (Folder and search options) a dialog box appears and you need to find the tab marked (view) and click it. Find the option in the list named (Hide extensions for known file types) and uncheck the box beside it. Click Apply. This method should work for Windows Vista, 7, and 8. In the older versions of Windows XP, 2000, ME, 98, 95 ect this was much simpler you just clicked Tools then Folder Options to do the same thing.
