Could be as simple as a burnt out fuse or as complicated as something wrong with your car's computer or electrical system. I would recommend going to an auto parts store first and ask them to help you find the proper fuses for your tail lights, and if that isn't the solution ask them what you should try next or a reference to an honest auto repair shop. Check the bulbs. These bulbs are a combination tail light & brake light. Even though the blinkers work, the brake light part might be burnt out. If these are okay, check the brake light switch. It's mounted on the brake pedal. Are the brake lights on all the time or they don't light up at all? if all the bulbs are fine, its more than likely the stop-light switch underneath the brake pedal.

IT COLUD BE A RELAY BOX multi function switch( turn signal, lites ect.)
it may have nothing to do with your brake pads on my car the blinkers stoped working they still came on but they stoped blinking and i just had to repace the bulbs
Check the brake light fuse. If you have 12 volts at the brake light switch I would suspect the signal light switch is at fault.
Above the brake pedal. If your main brake lights dont work but your third center brake light does, then the brake light switch is not the problem. Its is the turn signal switch.
I am currently having the same problem you are having check the fuse to see if it is blown the blinkers and brake lights are on the same fuse my system has a short in it somewhere and is popping the fuses I am in the process of running new wires since the wonderful people at Chevy ran all the wires thru the frame and you can't access them
It could be a loose connection, faulty turn signal switch or possibly even bad tail light sockets.
