The term "Southern Ireland" is an informal term used for the Republic of Ireland, to distinguish it from "Northern Ireland". It is not an official name or geographically correct. The Republic of Ireland includes, all of southern, eastern, western and midlands of the island, and even some of the north of the island. In fact, the most northerly point of the island of Ireland is in the Republic of Ireland, so the most northerly point in Ireland is in what people sometimes refer to as "Southern Ireland" or "The South". "Ireland" is the official name used in the Irish constitution for the country. It is Éire in the Irish language.

Because one side belongs to the UK and the other doesn't. Southern Ireland is part of the UK and can be called British. It's sort of like this.
