Oddly enough, this motto (Union, Justice, Confidence) comes from 1812 State Governor William C.C. Claiborne and the soon to be State Bird, the Brown Pelican.
The Pelican would actually rip off part of its own flesh to feed its young rather than have them starve.
The Governor felt that was the duty of the State to its people, too, as can be seen here in the 1981 adoption of the State's official pledge of allegiance:
§167. State pledge of allegiance There shall be a state pledge of allegiance, to read as follows:
"I pledge allegiance to the flag of the state of Louisiana and to the motto for which it stands: A state, under God, united in purpose and ideals, confident that justice shall prevail for all of those abiding here."

In 1902, Governor William Wright Heard gave the official description of the State Flag which included the Brown Pelican giving of itself to feed its young.

Some believe that prominent governor 'head' of the state believed these to be the most important terms of entering into statehood.
