This is most likely due to the spark plug cables.
An engine need a kick (as in a spark) for the combustion to start.
Since we can only make sparks with quite high voltage, this also mean that the electricity is easily diverted by moisture.
Wet cables, especially cables that are old and cracked in the rubber coating, do not transfer high voltage very well at all. The voltage making the spark get shorted to steel and as a result the engine wont start.
Try warming/drying the cables with a hairdryer. If the car starts afterwards, then you know for sure that moisture is the cause and new cables will most likely solve your problem.
Your spark plug cables may last longer if you give them good care. Try putting some acid free Vaseline on them a couple of times a year. or at least every time you clean your engine. Oils, Petrol and alcohol are all bad for most types of rubber. Motor oil is one of the common causes for rubber to crack up and insulation be destroyed.

The preheater warms up the engine so it will start easier and in freezing weather will help to avoid freezing of the coolant.
When you turn your key, and two contacts connect to ultimately start the engine. During hot and cold weather, things expand and contract. This could prevent the contacts from connecting. Or they could be old.
The engine won't start or will be hard to start in cold weather unless you have the motor heater plugged in.
The weather usually starts to get warmer during March and April, sometimes it starts to get warmer in late February though.
