The problem may be the compatibility issue. Check your mp4 if what kind of movie file it reads. For example your mp4 can play "AVI, mpeg-4" type of videos and you want to transfer it to your mobile phone, it will not play no matter how hard you try because most of the mobile phones(not all) only accepts "3GP" type of videos. I'd suggest that convert first your videos from mp4 to 3gp format and then transfer it to your mobile phone. A lot of sites provide free converter, go and search it. Anyway, if your real problem was mere transferring videos from mp4 to phone its so simple as dragging your video file from mp4 to your phone. Connect your Mp4 using USB cable to your computer as well as your phone or whatever ways you want(or via bluetooth, memory card reader, etc.) Drag the video file from your mp4 to any folder to your phone's memory card and that's it.
