The was a contest because Poseidon and Athena both wanted that city. Whoever gave the best gift got the city. Poseidon gave a river but it was salt water. Athena gave the first Olive tree which gave food, wood, and oil so she got the city and it was named Athens after Athena.

Historically, when the Megali Idea (very similar to the US Manifest Destiny idea) was popular, the Greeks were pushing to conquer/liberate Istanbul from the Turks and re-establish this as their capital of Constantinople. Because of the War of Turkish Independence, the Greek advance towards Istanbul was halted and the Greeks have been forced to accept that Athens would be their capital for the foreseeable future.
It is also worth noting that during the Era of Ancient Greece, the city-states were not united in anything other than local alliances. As a result, Athens was only the capital of the Attica region. Corinth, Thebes, Delphi, Sparta, and numerous other city-states were wholly independent politically from Athens. The idea of a united Greece is a much more recent idea that comes out of a restoration of the Byzantine Empire.
