If you're referring to the Environmental Protection Agency, it was established because too many business had no compunction about disposing of their waste where ever they could; through chimneys into the air, through pipes into water systems, or just dumping or letting run off onto the land. A great deal of toxic pollution was released and there were some pieces of land, some rivers and bodies of water that became poisonous. It is very expensive for industry to dispose of their waste in a responsible manner and it took government laws and enforcement to reduce or halt this pollution. It's not perfect, but it's made a difference.
