There might be some drug dealers that are children themselves. Such as in middle school. But if you mean an adult most likely not. Only if the child walks up to the person, willing to buy the drug, will the dealer sell.

Off of other dealers most of the time (if they are small fry). If they are higher up like a supplier or something, they usually get it out of an intricate network that's very good at smuggling drugs. Most dealers you meet on the street don't have those types of connections though.
