when in the dorm you should write in the cheat bar you can access the cheat bar by pressing ctrl, shift and c at the same time then write in boolProp dormsSpecificToolsDisabled false and if this doesn't work you could try rezoning the lot as residence complete making the house and once you have finished building you can zone it as a dorm.
