This is a later addition by the church to the cross of Christ. Originally, when Jesus was crucified, Pilate wrote on the cross about Jesus and it is recorded in The Bible in John 19.19,20 -

"And Pilate wrote a title, and put [it] on the cross. And the writing was, JESUS OF NAZARETH THE KING OF THE JEWS.

This title then read many of the Jews: for the place where Jesus was crucified was nigh to the city: and it was written in Hebrew, [and] Greek, [and] Latin."

The letters INRI are the initials of the Latin inscription that Pilate put on the cross.

The Bible does not make it clear why Pilate wrote this inscription, but it may have been to compensate his weakness in allowing the Jews to crucify Jesus, and the writing did not please the Jews and they suggested to Pilate that he change it, but he answered: "What I have written I have written,"
