Solon was put in control to resolve an impasse between aristocrats and the people, ending debt slavery and produce a degree of equity, retrieving the farmers who had been sold overseas for debt under the old system, but in a fashion which would not bring the aristocrats to reverse their willingness to compromise. This solution was only temporary as the aristocracy tried to maintain its ascendancy and ward off loss of influence and assets. The people then supported established a tyrant (dictator) to represent the interests of the broad populace.

After years of unrest, Athens found themselves on the brink of war. In 594 BC, the aristocrats who ruled Athens appointed a leader named Solon to make changes.

Solon was appointed to counter the friction, and threat of revolution, between upper and lower classes mainly over debt slavery. He solved this problem, but it had little to do with democracy which is the people at large controlling government. That did not happen for another 90 year under the active leadership of Cleisthenes in 507 BCE who brought in an assembly where landowners, big and small, passed legislation.
