St. Peter was appointed as Christ's Vicar and to head His Church in Matthew 16:17-19. St. Peter went to Rome, at that time of the center of the western world, and died there, was buried on Vatican Hill, and the current High Altar in St. Peter's is directly over his tomb. Thus, all of his successors, who are the visible heads of Christ's Church, remain there as Bishop of Rome.
