AnswerMuch of the reason for unrest in Judea and Galilee, during the period from the death of Herod until the second Jewish War, was the high taxation imposed on the far eastern provinces, particularly during the reign of Nero. Nero exempted Greece from taxation, thus placing a heavier burden on the other provinces of the eastern empire.

Also, many Jews resented foreign domination. Although the Pharisees accepted the Romans, they did not really dominate Jewish politics before 70 CE. After the destruction of the Temple, in 70 CE, many Jewish leaders and sects vied for power in the vacuum left by the demise of the old religious sects.
