You have a loose connection somewhere. May be at the service panel itself. Check the circuit feeding those rooms at the breaker and check the neutral wire connection. If they are good these rooms may be feed out of a junction box which should be accessible if it was wired to code. Find that junction box and check all the connections. These are sometimes very hard to find.

On a standard specification home most electricians will wire one circuit per room, the outlet count usually never reaches the maximum of 12 outlets.

Sometimes different types of breakers still look on even when they are tripped. The first thing to do troubleshooting this condition is turn off your breakers one at a time. Plug some sort of a device that will sense the voltage if it comes on, like a lamp. When you turn the breaker to the off position you should feel no resistance. If you come across one that has a bit of resistance about mid point continue to the off position and it should reset. Turn it to the on position and the circuit should be restored.
