Firstly, with android you usually get an update that requires root access first. Then later comes the manufacturer update.
Ice cream sandwich (4.0) is supposed to roll out in the for of an over the air (OTA) update to most phones that shipped with gingerberad (2.3). The Samsung Galaxy Indulge shipped with froyo (2.2) which even after the release of honeycomb made up a good 80% of the android device market.
Annother Similar Smartphone the Kyocera Sanyo Zio shipped with cupcake (1.6) the manufacturer said they planned to relase an OTA update for Eclair(2.1) but by the time they did froyo was released so the update was pushed back up to froyo. I believe this may be occurring with the indulge, it defiantly has the hardware to support icecream.
Annyway, don't get your hopes up. Manufacturer OTA rollups for android typicly take up to a year, the best way to upgrade a smartphone's OS is to buy a new one!
Samsung galaxy indulge is better because it has 4G.

The Samsung galaxy Europa is awful. Buy the samsung galaxy apollo!
The Samsung galaxy ace is bigger and better than the samsung galaxy Y I would recommend the galaxy ACE and recommend on Vodafone and O2
