Depends. City water, house with a basement, it should be on the wall closest to the street. Could be anywhere in the length of the wall and probably about 4 feet down from the top of the wall. If not there, beside the water heater. City water on a slab, almost always at the floor beside the water heater. Water from a well, either at the well or on the wall closest to the well. For any of these, find the cold water line to the water heater and follow it back to the shut off valve. The water heater tends to be the first thing the water line goes to.
On any water heater, the shut off is on the incoming cold pipe.
