Well to a certain extent there already is, robots already think for themselves and have immense processing power that they can utilise in many ways. Although they don't have the common sense of a human it may not be long before we find ways to give robots this ability as we have already started to create robots that can actively learn, I have put a link about this in the related link's section.

As for the actual question... Yes I believe there will be true AI, it's only a matter of time before we find other ways to program robots that lead to them becoming as intelligent, if not more, than ourselves.
