Yes, The Bible IS believed to be fiction by most people in the world.
Jesus reveals that the Bible is the TRUTH [John 17:17]... but Truth is still the Truth whether anyone believes it or not.
He also reveals in Revelation 12:9, to John, that:
"This great Dragon - the ancient Serpent called the Devil, or Satan, THE ONE DECEIVING THE WHOLE WORLD - was thrown down to the earth with all his angels."
It's Satan [the invisible god of this world] and his earth-bound, imprisoned demons [Jude 1:6 & II Peter 2:4] who "deceives the world"... who "LIES to the world"... who "created the LIE" [John 8:44]: it's he who has the whole world doubting... "believing"... that the Bible is fiction.
Believing the Truth to be fiction [or a lie] doesn't negate the reality that Truth is still the Truth. The Truth is merely "missing from the hearts and minds of those who doubt."
The Bible isn't written for people who DON'T believe what it says. It's written for those who DO:
"So I am writing to you not because you DON'T KNOW THE TRUTH but because YOU KNOW THE DIFFERENCE BETWEEN TRUTH and FALSEHOOD. And who is the Great LIAR [see John 8:44 again]? The one who says that Jesus is not the Christ. Such people are ANTICHRISTS, for they have denied the FATHER and the SON." (I John 2:21-22 NLT New Living Translation)
The Bible is, ABSOLUTELY, regarded as a piece of fiction by this world. That's why the world is in the deteriorating shape and dying condition that it's in.
By whom? Certainly not by those who believe what it says. But, I don't think that even most non-believers would consider it a work of fiction -- unless they're an atheist who hates religion/faith.
The scriptures of all religions are catalogued by public libraries as 'non-fiction'. This includes the Bible.
Of course, there are scholars who believe they have identified large parts of the Bible to be fiction, but they also acknowledge that other parts of the Bible are historically or philosophically true.

* Fictional characters could be put in the real historical event * The historical event could be altered to make the Historical fiction piece have a better plot or storyline. * A lot of important details could be left out on the historical fiction piece.
