That would depend on local and state laws. Where I live, there should be at least one certified manager available at all times. Of course, the object of that is that they pass the appropriate knowledge along to other workers. This also makes them responsible for the actions of others.
The day center may have their own requirements, too, and might find it is their best interest to have everyone certified. If they balk at your offer to cook a meal because you lack a certificate, that is their right.
