Someone sold you a bike with the wrong title. Here's the most likely reason why, many times when bikes are wrecked they may still be rideable, but the insurance company has totalled the bike and turned the existing title on bike to either junk or salvaged status. If it has a salvage title the bike can be licensed and ridden in many states, but the value of the bike is greatly diminished. If the bike has been given a "junk" title, then no matter how well the bike rides and looks, it can only be used as parts and in most states will NEVER be titled, so here is the catch...People will sell a frame, or just the title to a different bike with a good title, one that has not been deemed "salvage" or "junk" and use this "incorrect" title to actually license the vehicle for use. They may buy a complete "titled" frame (since the title is associated with the frame ID numbers) and put all the parts from the old bike on the "titled" bike and they are good to go. The problem in your case is that they sold you a bike that is actually a 750 with a "junk" or "salvaged" title, but gave you a good "600" title to make you think you have a clear title. At least, this is what it sounds like to me.
Most likely, if the 1998 is a 250 also
Mine is on a vertical piece of the frame right behind the front steel skid plate. It was also stamped near the left foot peg. Same year, different engine size.

On street-legal motorcycles, the VIN also appears on the Safety Certification Label affixed to, or near, the side of the steering head. * On ATV's it is stamped on the lower frame tube, to the left of the engine. * On MULE® utility vehicles, look for a plate welded to the frame at or near the front of the vehicle. On some MULE models, the VIN is located on the frame, just below the front of the seat. The above is a quote from the Kawasaki website. But, I found the VIN numbers on both of my Kawasaki ATV's on the lowest frame tube parallel to the ground. The Prairie 700 had the number on the left under the front differential. The Bayou 250 had the number directly under the engine on the left side. The numbers are stamped into the frame and not that obvious, but are easy to see once you know where to look.

its really easy there is about 10 bolts that hold the body onto the rest of the (sub-frame) and then it is easy to take the engine out
Under the gas tank. By removing the tank, you can see the coils mounted on the frame, above the engine.
Inside the engine compartment, front left, under the battery tray, bolted to the frame, and has one wire going to it.
The Honda Pacific Coast 800 is a touring motorcycle marketed 1989 and 1998. The engine number can be found stamped on the right side of the engine block . It should be under the cylinder head and behind the right crank case cover.
The fuel filter is mounted to the inner driver's side frame rail. It's location on the frame rail is in front of the fuel tank, under the driver's seat.
If it is running after the engine is shut off, the relay has failed. It is bolted to the frame under the air cleaner.
