Not necessarily, even somewhat unlikely. More likely just a very nasty person that is also somewhat moody.
I have bipolar and am neither a liar nor vulgar. When I have a manic mood swing it always becomes manic psychosis with auditory and/or olfactory hallucinations and severe delusions (false beliefs).
